Investment possibilities of Stavropol region.
Stavropol region of Russian Federation has spread at 285 km from north to south and at 370 km from west to east. It is the center of North-Caucasus federal district and occupies a central position in the South of Russia between the Black and the Caspian Seas.
The special feature of the region are the resorts of Caucasus Mineral Waters – Pyatigorsk, Kislovodsk, Essentuki and Zheleznovodsk. They gain their edge from Stavropol’s unbeatable leisure resourses, unique natural and sanative factors. For example, the region has about 130 mineral springs of 20 types. It has the greatest variety of them in the world, Karlovy Vary has about 60 springs, Baden-Baden around 20. Resorts and tourism are one of the most attractive facets of the regional economy. By virtue of the all-Russia health resort development program the regional government intends to increase the size of the resort area by one-and-a-half to two times. This will be achieved by renovating and modernizing the existing spa health and tourist facilities and attracting private capital, including foreign one, to build the new facilities. In 2007 a Russian Federal Government resolution created a special economic zone for tourism and recreation and started an Early Field Trial named «Grand Spa Yutsa». The project includes multilevel construction of 843-hectare area with thermal spa, hotels, indoor aqua park, horse-riding facilities, center for sky surfing, golf fields, cottages and other objects. Legislation offers a number of incentives for the residents of special economic zone which help reduce costs substantially.
The regional economy is greatly diversified. This lends it stability which is reinforced by the resource base. Stavropol land is rich in buried treasure: gas, oil, rare-earth metals, building materials and mineral water. The raw mineral potential of proven reserves and forecast reserves of ore are over 40 billion Euros.
Stavropol region can by right call itself the Gate to the Caucasus. Once the Great Silk Way ran through here and today the well-developed transport infrastructure means that you can count on the development of the logistics centers and the fulfillment of its potential as a transport hub which should double the «loading capacity» of the regional economy by 2020. Branch lines from the North Caucasus railway link Ukraine and the European part of Russia with the ports of the Caspian and the Black Sea coasts and the countries of western Asia. The regional government is currently seeking an «anchor investor» with whom to fully exploit the international status of Stavropol Airport.
The Government of Stavropol region is maintaining a consistent policy towards the establishment of new growth areas within its territory. It means creation of the regional industrial, technological and tourist recreational parks in the cities and towns with high concentration of industry and in the areas with abundant mineral and other natural resources.

The Government of Stavropol region granted a land plot with the total area of 50 hectares. The plot is located in the industrial area of Stavropol and fully provided with water-, power-, heat- and natural gas supply as well as informational infrastructure. There is a highway in close proximity to the area.
The legislation of Stavropol region offers the following benefits and incentives for the residents of the regional industrial parks:
- income tax reduction at 4,5 % during the pay-off period and at 2,5 % - after pay-off period;
- lease payment reduction at 95% for the Government-owned objects of infrastructure;
- exemption from property levy which is within the borders of the regional industrial park;
- preferential terms for hooking-up to engineering services;
- exemption from land tax;
- preferential land plots buyout;
- investment project administration with one stop principle;
The Government of Stavropol region also provides the following measures of support for investors:
- interest rate subsidies at the rate of 3/4 of the key interest rate;
- interest rate subsidies at the rate of 2/3 of the key interest rate for financing working capital;
- guarantee of the Government of Stavropol region.
